I have thought about that myself as I am a real estate agent in metro-Atlanta who is really feeling it! But in analyzing the situation and how human beings adapt to conditions, I really don't see that happening. Look at Las Vegas, that is a huge metropolitan that is in the middle of a desert!
If this area has a drought that persists, then people of this area are just going to have to change their consumption habits. Development will have to decrease. Exotic imported landscaping will have to GO. Businesses will have stricter regulations on their water usage. If you stop to think about how much water is wasted, it is easy to find a solution. Even in our drought conditions, we are still receiving more rain than some areas of the US are accustomed to receiving regularly. The problem is that we are used to the Southeast being a "moist climate" and we are having trouble adapting so quickly. I don't predict Atlanta turning into a ghost town any time soon.

That's an interesting question. I doubt any drought in this area will last for years, but if it did, the solutions would be either an immense population shift or some pretty exotic engineering feats to bring water into these areas.
I suspect it would be a little of both - I can't imagine whole areas being evacuated - people just have too much invested.
