Dunno, it's easier to find something at $25 than it is at $10. Though personally I wouldn't want to spend $25 - my limit for extended family members this year is $20.
I'm just about to head out to look for a $5 gift for a Kris Kringle, I always try to get something that looks good. A couple of years ago I was in a $10 one and found a gorgeous teacup set that was marked down less than 50%, the recipient went ape over it. The gift I got was a bit on the crap side and not worth $10.

Keep this in mind... $25 gift can be purchased on sale or clearance and still be the $25 gift but expensive to you. Although it seems high, you really have to spend a little to get something good for someone else. It is hard to find something good at the cost of $10 - $15.

I think unless you work for a firm where everyone does very well for themselves, that's too much money. If you don't feel comfortable speaking up, I would just buy a nice gift in the $15 range. (Yes, they do exist!) No one needs to know how much it cost, and if they do, let it stand as your silent protest against a ridiculous set amount. (Trust me; you won't be the only one spending less than $25!)
You could get a pound of gourmet coffee and a pair of mugs (you can get the mugs at the dollar store), a nice box of truffles, a scented candle (just don't get the Glade ones--they'll know they're cheap!), a set of beer/soda glasses (you can usually find fun, goofy holiday glasses), etc. And it's true about sales--over the next few weeks, there will be a lot of them, and you'll be able to find something nice for a decent price.

I think that's WAY too much to spend on a work gift! we do an exchange of no more than a $5 gift.

Buy or make them a card and put one of those dollar lotto tickets in it. The card lets them know that you were thinking of them, after all that is what the holiday is supposed to be about, and the lotto ticket is just a bonus that could make someone very happy were they to hit the jackpot!
