YES it does. Any VOiP phone service will and they SHOULD tell you that but the VOiP service I have never did. Also, little heads up for you, if doing any major downloading and having a VOiP phone service when you make or recieve a phone call most people on the other end can not hear you cause your bandwith is being used by the download(something else my VOiP service failed to tell me) and you can not change how the bandwith gets split up or at least I have tried searching and asking and have yet to find an answer.
If doing any hardcore online first person gaming online it can slow down the connection and also cause people to not hear you or give you terrible lag in the game.
I guess if they could have a program to let you determine where and how your bandwith gets used VOiP would be ok or if you have a really fast internet connection to where it will not make a difference.
BTW I have 256Kb upload and 6Mb download rate and still have a lot of problems with my VOiP service when downloading or playing a game online, maybe my upload speeds are not high enough to have VOiP?

Of course. Anything that takes up bandwidth will slow things down. Especially since voice will take precedence...
