I drive a 1997 Honda Accord and the wheel is locked and the key won't fit in the whole way. I've jiggled it bunches and put the gears in neutral and nothing unlocks the wheel for me to start the engine. This is a new problem.

graphite is safe, however I don't think this will help you problem. you might need a new key or the ignition switch might be bad

yes, because the tumblers inside the lock are seperate from the ignition switch. the graphite wont get into the switch. or you can use wd-40

could be that your inhibitor switch is bad.
