It would only be possible for a fish to become intoxicated if they were exposed to water soluble drugs, in VERY small doses. Most amounts of any drug would be an automatic overdose. Small amounts of alcohol could cause fish to become "loopy" and swim in "interesting" patterns...

It would have to be a really small amount, or else the fish would instantly keel over and die. It could though, because it has a brain.
