I am a retired pilot and the gizmo you are referring to is called a weather vane (the thing with the hen or rooster on it). In aviation we use different kinds and the simplest is the windsock. it is a tube made from fabric and the larger opening is held open with a wire ring. the other end is also open and when the wind blows through it the sock inflates and the smaller end points in the direction the wind is blowing. The other two are called a wind tee which looks like a plane and pivots. The other is called a tetrahedron and it is a triangular shaped and also pivots on the ground. both point in the direction the airplane needs to land. I don't have any pictures available but I'm sure you can find them on the net. The easiest is the windsock. Take a piece of light cloth (nylon works well) cut it about 15inches wide by about 18 to 20 inches long and sew the 2 long sides together to form a tube but make the second opening a little smaller than the first one. get a metal coat hanger and form it into a circle. fold the bigger opening around the coat hanger and sew it in place. Attach two pieces of string about 8 to 10 inches long at opposing sides to the metal ring and attach them to a broom handle. hold it upright into the wind and you got a wind direction indicator.

I think you are referring to 'Wind vane'.It is a device for indicationg the direction from which the wind is blowing. The most common pattern is the one where a horizontal arm pivoted on a steel spindle is provided with a pointer at one end and an aerofoil of stream line section at the other.Below the vane is a fixed frame work showing the four directions.
The principle of working of the wind vane lies in the unsymmetrical mounting of the aerofoil system about a vertical axis on which it is free to turn. The end offering the greatest resistance to the motion of the air goes to the lee side.
