To go to streaking basically means to go out in public and run around naked. Its usually done for laughs and popular at colleges throughout the U.S. To get caught streaking would most likely be to get caught by the authorities, as one of the purposes behind streaking is to be seen, but most likely by civilians; again for laughs.
It is more common to go streaking in large groups of about 20 or so or more, than it is for a lone person to undertake this task.
