Louis XIV lead his country to greatness, but absolute rule sowed the seed that led to revolution, and his power led to a situation where the United Kingdom and France would oppose each other for nearly 150 years.

Oliver Cromwell became a ruler more by default. A strong military leader, he modernized his army just in time to smash the opposition of the King's forces. His rule as a dictator hardly survived his death, and the people were happy to see Charles II return and become king.

Peter the Great was a difficult man and a brutal ruler, but Russians were used to that. He became personally acquainted with military life and spent 2 years in Holland working in a shipyard. His goal was to bring Russia into direct contact with Europe and he did it. He removed the Swedes from being the #1 power in the Baltic. He started the construction of St. Petersburg where nothing had been built prior to his rule. He fought against the Turks, attempting to reach the Black Sea. Catherine the Great (notice how people are either terrible or great in Russia) acheived many of his goals, and possibly was even better than Peter, but you didn't include her in your list.
