from 1988, it has receipts with the date, and the guys name. It has 7 bucks in it, and they're almost falling apart.

To be honest i would return it to the police and let them find the guy that the wallet belongs to... If someone found your wallet thats what you would want them to do.

put it in one of those big blue mail boxes they will get it to the owner..I did this once and that is what your suggested to do
