From what I've read, it appears to be true.
A blogger wrote about Weyerhaeuser releasing Ladybugs in April, 2005:
"We get swarmed by them here in Oklahoma too. Weyerhaeuser turns them loose to keep other bugs off of their trees. They end up spreading for many miles":
