Musharraf has actual nukes, he hasn't been in power nearly as long as Sadam was, he's still nominally an ally, has not been targetted by US missle strikes yet, has at least one rival for power whom he left alive, and hasn't, as yet, used poison gas on Kurds (or anyone else I'm aware of). Oh, and he hasn't been lynched by the Mahdi Army.

But, they are both military dictators, which I'm sure is what you were getting at.
