There is a steel plate behind the headlight assembly which makes it virtually impossible to access the twist thingy that holds the halogen headlamp. What am I missing?

you may find either a piece of plastic or metal that will slide up and allow you to move the headlamp assembly forward and out so that you can get access to the bulb.

I may be wrong, but there should be 2- 7mm headed bolts sticking up that you remove. They kinda look like maybe they are to adjust it, but look close and you'll see the adjustment bolt 'way further down. Pulling the 2 bolts lets the whole "bucket' come out
