Is there a way I can find out who my internet provider is using the control panel,,or some other feature on my pc,,all I know is it uses windows vista

Actually, your internet provider doesn't use windows vista...Your internet provider doesn't actually care what operating system is loaded onto your computer.

Your internet provider is the company you pay every month for internet access. It's likely to be the same as your cable provider, or your telephone service provider (Comcast, AT&T, etc.).

Your internet provider is the person that provides service to the the modem you have in your has, either dial up,dsl,orcable modem. If the modem was given to you, it may have their name on, (sprint, time warner, etc.) Otherwise, check your bills for a service fee, it might say broadband access or something like that.

Sometimes its the same company that provides phone and tv service.

Telstra [they own the whole network and lease it out to their competition] will not access your control panel.
