The car rides great otherwise. The previous owner during the past 10 years used it barely and before that the first owner basically used it just for highway travel down to Florida. Has only a few miles over 100K. The car did set still for about 6 months prior to sell. Heat and A/C works great. Recently had the oil changed and serpentine belt replace.

I am assuming that the brakes and rooters on the car will soon have to be replaced because of some noises heard from the wheels and slight delay while stopping. Trying to wait until the next month before to do it...is that wise? The right-front wheel whistles when turning right what could be the problem?

The car has some visible rust around the back end wheels area and some in the front that I don't think is visible at the moment. Do you think this will take a lot of money to fix....?

Are there any other maintenance I should do to keep the car running and looking semi-good for the next 2 winters?

The brake rotors and pads should be inspected ASAP. Be prepared to replace the rotors if the pads have worn down to the steel backing plate.

Shake with Cruise Probably Either Loose Wire and/or Slight Vacuum Leak at Main unit under Hood.

Only 2 1/2 Weeks till the end of the Month, With the Brakes Take it a Little Slower till the Change And Check The Brake Fluid.

"Steering Is a Little Harder!" Check Tire Wear, Any Cupping of the Tires! Could Be Alignment, Power Steering Hose, Bad Tire, Power Steering Pump! I'd Go with Alignment or Bad Tire.

P.S. Rust; Good Underbody Wash (Steam Clean) and Some Spray on "Undercoating" From the Parts Store till you can get to a Good Body Shop.

Sounds like flat spots on the tires to me

you need new tires and brakes and posssibly a right front wheel bearing.
