After you know them well you can build a dynamic web site but the learning never stops in reality. There is always something new out there to learn.
You say you want people to subscribe to your site you may want to build an RSS feed in XML or just start out with a CMS like Joomla or a blogging software like wordpress.

It depends what you mean by "subscribe" , and what kind of content you have. The easiest way is just to get a Linux shared webhosting account, and install some free software like WordPress or Joomla. You will find some hosts that will even set this up for you.
The hard part is: are you motivated to keep writing content - as in, several times a week, and to keep the quality up? You must have a real idea of what your site mission is, and keep to it.
