Considering the fact that some citizens don’t know how to control themselves, the government must find alternative ways to help educate American people that can be equally effective and less intrusive into their personal business.

Volunteerism is one method where the government need not intervene into the affairs of the people because they themselves will be reporting the criminals or terrorists and their hideouts.

Punishments directly related to the crime resulting from a loss of personal control can be effective when personal injury isn't involved.

The graffiti guy who has to clean or paint over his own and others' work. The petty thief who has to do closely supervised menial work at the store he stole from until his hourly wage, which he doesn't get, equals the value of what he stole. The vandal who must create a garden at the park or cemetery where he did damage to landscaping. The litterbug who picks up roadside trash.
