You have the right to privacy and should call your city hall building inspection department. They can tell you if a permit has been pulled and to advise you of building law.
There are portable shrubs, fast growing vines that do amazing jobs in a short period of time. Ask your local nursery what they recommend. You can get big enough trees to block that side of your property.
If this is a solar exposed side of your building, then go to http://www.thermoguy.com/globalwarming-heatgain.html and see the most advanced thermal imaging in the world showing trees or shade performance which can save energy.

The same thing happened to my mom in Carlsbad, CA. Her neighbors built a deck that looked right into her living room and kitchen windows. Not only that, it took away her peek view of the ocean. She worked for the city of Carlsbad and checked out the construction. Everything was permitted and legal. So, my mom sold her house and moved.
My neighbor has bamboo and it grows about 6 to 10 feet a year. Every other year or so he cuts it back down to about 10 feet, so it won't block the neighbors' view. But, it can get very tall and dense if allowed to just grow.

Well of course they can build the deck pro providing it doesn't cross the property line or encroach on an easement. And yes they'll be able to see into your yard.......such is life. You can cover some areas with a roof or somewhat open structure called a pergola where you can grow vines on it for more protection. Add a fence on the side to give you more privacy. You can plant tall thin trees to block their view into your yard, but realize the roots may damage the wall and you are liable.......plus watch for overhead or underground utilities.
One "joy" with having "overhanging" neighbors is your dog (if you have one) may object each time they go out onto their deck and you are responsible for keeping your dog quiet. It stinks.
As we build our houses closer together, privacy is lost.

in some areas it is illegal for them to build something that can look into your living space, unless it's like a plain ol' second story then you can use curtains and it's not against the law anywhere..... But I am pretty sure in most cali areas you have to have a signed letter from the neighbors to do something like that, in a certain range of feet...but I am not totally sure...so yea.

As long as they have the proper permits they can. Forsythia grow super fast, and so does bamboo, although I'm not sure how tall they can get.

when they build it wait for them to go away for the weekend then set it on fire but DO NOT LET THEM SUSPECT YOU be nice to them at all times that is from now on that will reduce the chance of them thinking it was you who set the deck on fire hope this helps oh one more thing just one fire starting point or the fire department will suspect arson
