Population and area do not matter. All you need is to be recognized by the state, so "A" would be correct.

It is A, but my state requires 1,500 persons before a location can be incorporated. If you're in the U.S., your state might have a minor population requirement. A municipality (practically speaking) needs to be large enough to provide some services, but A is the correct answer in general.

The state needs to recognize it as a city.

I have seen "cities" so small that if you blinked while driving through, you missed the entire place. No BS.
