I was in a fender bender recently. i was pulling out of a parking space going less than five miles an hour and my car hit a car passing. it just pulled out of a space further down the lot and was speeding (eye witnesses accounted for information). i wanted to know how fast the car had to be going to knock off my license plate. the screws drove deep cuts (scratches) into my car. maybe 2 to 3 mm deep. does this show they were speeding? by the way my car is a mazda protege (compact car) and theirs was a newer lexus four door sedan.

Depends. Not sure how your plate was actually torn from your car. Was it caught on the other cars bumper? Speed really doesnt matter. The car that was already in the lane has the right of way.

Parking lot accidents are normally classed as 50-50 unless there is evidence of drinking or drugs, racing, etc. He was speeding and didn't see you moving, you were backing out and didn't see him moving.

not fast at all if the plate gets caught up on the other car. 1mph could do it.
