Baseball did have a steroids policy but was unable to enforce it unless someone was caught red handed. Never used you cannot say with certainty. There is no direct evidence but there is a smoking gun. The weight gain is pretty clear between seasons. There is also the fact that players do not become more powerful as they become stronger. Only three players in history have. The first is Tris Speaker whose increase could be explained by the end of the dead ball era. The second is Paul Molitor who switched from 3rd base where he was always injured, to DH. The third is Bonds. To cite that Bonds never admitted is also true of a long list of liars. Pete Rose didn't admit until years later, nor did Mark McGwire. Rafael Palmeirro went before Congress pointing his fingers about his innocence, until he was caught.

No one knows for sure, so it's debatable. My guess would be 1999. Since that's the year he got significantly muscular and started the rapid decline in stolen bases.

he's never tested positve, never admitted and never used.
and on top of that, baseball never had a steroid policy until 2004. the NFLs policy is far worse than the MLBs, but no one talks about that.

I read that it was between the 1998 and 1999 seasons - people began noticing how big he had gotten between these seasons.
