In the shower, I wash my face first as it's usually what the water hits first.
In the bath, my upper body, if you don't count your feet going in first when you get in.

My husband is an ex-Marine and he was told to wash his head first, and I agree. So wash from head to toes. What a funny question to ask though.

My mother always used to say wash down as far as you can then wash up as far as you can then wash the as far as you can.
I think thats how it went..
Either way I wash face 1st then the rest.
