I am going to apply for a job as a french tutor. The thing is there are several universities I could go to and I have no idea what I should write as a form of address since I don't know who'll read it.

Someone told me I could write " To whom it may concern", but doesn't it sound a bit careless?

The BEST way to go about this is to research the universities you are interested in and find the actual name of the relevant person. You might do this online and/or call the university(ies) in question, if possible.

In the absence of that information, and a distant second, would be to address the letters:

Dear Sir or Madam:
