In the comic book story of Scrooge McDuck coming to America, he was accompanied with his two sisters. One of the sisters is an easily angered duck, who married a relative of Oma Duck, who is also an easily angered duck. Their offspring is Donald. The other sister is much calmer, her descendants are Huey, Duey and Louie, I don't know who is the father and mother. The story was made long after the characters were introduced. Nephews are usually introduced so that the characters can have children without getting married or having ones out of wedlock. Huey, Duey and Louie's parents? Donald and Daisy. Daisy also had her female version of Huey, Duey and Louie, I think that they're April, June, and July. Their concepts were condensed into one character as Abigail in Duck Tales, who is like them, except she's much younger than the boys.

Huey, Dewey, and Louie are the sons of Donald's sister; in Donald's Nephews, Donald's sister is named Dumbella, but in the comics, her full name is Della Thelma Duck.

I don't ever recall a mention of their parents..
They were Donald Ducks nephews

It is either Donald's brother and sister-in-law, or Donald's sister and brother-in-law. Donald is their uncle.
