It has to do with when the Oregon Lottery had Sports Action. The NFL frowned upon betting on NFL games, and this is one of the reasons why we don't have an NFL team and the same reason why the NFL won't have a team in Las Vegas.
Besides, Portland doesn't have the much of a TV market to start with, the city is too small to have a franchise, and where are they going to play, PGE Park that seats less then half of the a regular NFL stadium?
Portland will never get an NFL franchise, and if we do, then it will be a very, very long time. You realize how long it took to get the NCAA mens basketball tournament here? Portland will always be a one pro sport team, minor league city and Beavers, Ducks and Vikings city.
If you want an NFL franchise in Portland, buy one of the Madden games and move a team to Portland...

The major issue is whether or not they can support such a franchise. The answer is probably "no." Also, it is close to Seattle which already has a franchise, and the league tries not to put competitive teams too close to one another. There are exceptions (like the Giants & Jets) but usually, the population supports the money end.

Good Question. I'd say It's just too small a city. I'm a Seahawks fan, and I'd say it is funny how thinly spread the NFL is out this way. Okay, so there're 3 teams in Cali, but what's the next closest team? The Broncos? I blame it on the lack of real big cities.

what daddy-o said is half true.
but, for the most part their isn't a huge way to entertain the companies that buy commercial time and their isn't any real major hotels for the companies executives to stay in.
when companies come to major cities, they know they'll get the money's worth in return.
it takes more then the people (of Oregon) wanting a NFL team then you think.
Plus, Oregon is more concerned with being an environment friendly state.
BY the way i am a OREGONIAN.

i think they will eventually but part of the reason is the league is worried about revenue.. the blazers fans have just recently started picking up around here and the more ppl get into that and the more publicity there is with them the more of an argument we'll have for being able to support a national football team

Because Seattle beat them to the punch. No more than 1 franchise per sport in the Pacific NW
