Congress has to approve treaties, and they didn't approve that one. The US was definitely invited.

We still had some intelligent people in politics that weren't traitors.That ended when we joined the U.N. which has a word-for-word constitution matching the past U.S.S.R.'s.Diplomacy is one thing.Giving up national sovereignty is quite another.We now have a world criminal court and world constitution that will reveal the beast nature of that organization in less than a decade.

at that time, liberal democrats voted it down. it was similar to the bury your head in the sand strategy the pelosi/reid regime has now.
