American, here's a little history of it for u.
In 1886, Avon founder David H. McConnell started a business that brought a world of beauty directly to women.
In the late 1800's it was rare to find women working outside the home. Avon's first Representative, Persis F. Albee, built her own business by selling Avon products and was one of the first women to break this barrier.

Avon is an American company. Started as The California Perfume Company in 1886 out of California, Their office in Canada opened in 1914. They now have offices around the world but remain an American company based out of New York.
