Some will make that noise but you use your own judgment. It's 18 years old and that is really good. It will probably go bad one of these days but when who knows. The one person mentioned open up your drain and see if some sediment will drain out you could do that but don't be surprised if you create a leak on the shut off valve not being able to shut off completely. If it leaks at the stop or drain it will most likly be a 3/4 inch boiler drain is what you will wnat to replace it with.
Ya know if you got the tank and nothing to do change it but if your satisfied with the tank other than the noise it is making i wouldn't mess with it right now. Maybe watch and get one just in case if it goes on sale at one of the DIY type stores.

Does the noise sound like water dripping onto something hot? Does it make a pop and a sizzle noise? Is there any sign of water leaks around the bottom? That probably means that it's leaking. After 18 years, you probably need to have it checked.

Call around to several places and ask how much it would be to do this. The prices that some plumbers charge can vary widely.

Some water heaters make that noise because they are of the quick recovery type. But yours just started making that noise,so I would have it checked out

after 18 years don't you think it's time for a replacement? and if you are worried about cost, just get a hot water on demand heater. it works great and you do not have a tank full of water boiling all day long.

most hot water heaters are good for about 10 years.if you got 18 yrs out of yours, you got your moneys worth.i would just replace it.i just replaced mine myself.all the estimates came in around $1,100.00.i just did it myself(first time) for $350.00.it wasn't hard.think of it this way,the efficientcy of todays hot water heaters compared to one 18 yrs ago dont compare.even if you get it fixed, you might get 2 more years out of it.replace it.

TRY OPENING THE DRAIN PLUG AT THE BOTTOM OF THE TANK TO LET OUT THE SEDIMENT. THIS IS CAUSING THE POPPING SOUND BECAUSE THE SEDIMENT IS TOUCHING THE HEAT ELEMENT. TAKE CARE OF THIS PRONTO OR YOU WILL BURN OUT YOUR HEAT ELEMENT. OPEN THE DRAIN PLUG EVERY SIX MONTHS TO LET OUT THE SEDIMENT FOR MAINTENANCE.
