Any abuse of power is bad. But even though the Clintons had dozens of scandals, they are entitled to the presumption of innocence. They were not convicted of anything, as I understand it, although President Clinton lost or had suspended his right to practise as an attorney. Equally, in view of the pardon from President Ford, Nixon was never convicted of anything. The impeachment was moot because he resigned his office. Neither the Clintons, nor Nixon, got any joy from the Supreme Court of the United States. I have always thought that the decision in Nixon v. Administrator of General Services 433 U.S. 425 (1977) was wrong on the bill of attainder point. See also Clinton v. Jones (1997).

Let's see. Nixon expanded and extended the War in Vietnam, bombing Laos and Cambodia, murdering, I don't know how many people.
He used the IRS as his personal vendetta force to hurt people who disagreed with him (his "enemies list").
Just to name 2 of his crimes.
Clinton lied about not being able to keep it in his trousers.

Clinton for obvious reasons. Nixon did not do anything that past presidents have not done. They all have their own spy devices.

Neither was really that bad. Nixon opened relations with China and Clinton had a great economy and was good at budgeting.
