This is what I think Atlantis represented;
About 11,000 years ago, Humans were very advanced, had plotted the whole globe and built amazing structures that reflected astronomical concepts. Pyramids at Giza for example reflect Orion's belt 10,000 years ago, not 3000 years ago when they were supposedly built.
Now this was the LGM (cant remember what it stands for), but it meant that the Ice Age was at its worst.
This meant that you had a lot more land around coasts than you do today, but also that the land around mountains etc was all snowed under.
Temperatures went up, and the ice melted over thousands of years... Now here is the thing, it didnt melt gradually, basically the water was blocked by the ice, and it was 'released' by pressure in 3 separate incidents. Each incident was a MASSIVE flood, we are talking about water hundreds of metres high and several kilometres wide.
This was CATASCLYSMIC to human society when it happened. This is also the root of all the Flood Myths such as Noah or Manu.
Cities which used to be on the coast were suddenly several miles out to sea and approximately 30 metres underwater!
The oldest hints at civilisations is in India and is the Vedas which are known to have been passed down VERBALLY ONLY for thousands of years, and it was only relatively recently that they were written down.
The point of civilisation would have seemed to be back then, was about spirituality as opposed to economic as ALL of todays cities are.
Plato himself put a date of Atlantis's flooding at about 8000 bc, but over time, historians have assumed he made this up... except that coincides within 100 hundred years of one of the 'Superfloods' that were so catastrophic to civilisations.
So, whilst several people try and place a specific location on Atlantis, such as Antarctica or Malta or Canary Islands or West Indies, I think they are 'memories' of earlier civilisations that were lost during one of the 3 superfloods.

Interesting question. I believe Atlantis existed (maybe still) but I could not find anything on what kind of government they might have had. I will keep looking.

atlantis had no strict form of government. there was no war, everyone lived in peace. that is, until greed got the best of them and caused them to sink the continent to the bottom of the ocean.

we have no evidence Atlantis existed; let alone guess what it's government could have been like if it had existed.
