Why not come to Washington, DC? There is a whole lot to see in DC, and a great deal of it is indoors. While you may want to save visiting the monuments and memorials to a warmer day, the Smithsonian Museums, the various government offices (Library of Congress, Archives, Capitol) and such are open. The Botanic Garden even lets you into a beautiful garden! The best thing is that you'll have places like the Air and Space museum almost all to yourseslf on a winter weekday.
And Washington really dresses up for December - there are lots of special free concerts and events, the national Christmas tree and pageant of peace. Mount Vernon has special moonlight tours, and the Kennedy Center has very special free concerts on the Millennium Stage!

I have always been a big fan of the Dominican Republic. It’s a great island that offers a lot of choices for vacation spots. One of my favorite resorts is Dreams La Romana. It’s an all-inclusive resort located on a beautiful beach. So many things come standard including unlimited premium drinks, a mini bar that is restocked daily, 24-hour room service and delicious gourmet meals. They also have a ton of activities to choose from including beach volleyball, windsurfing, catamarans, snorkeling, merengue lessons and more. You can also spend your days relaxing by the pool or beach while the wait staff brings you a cool drink and a tasty snack. Good luck with your decision!
