This check claims that if I send the taxable amount due of $2985.00 in the form of a Monegram or Western Union then I will be able to proceed but I cannot cash the check until then. This is fraud. I want to take action? How.

Take the check to any financial institution and let them handle it.

Scam, specifically, an "advance fee" fraud. They want you to send them money before the check can clear. When the bank finds out it is fake, you get nothing and are out whatever money you sent off via western union or whatever. Do NOT send any money! Take the check to your bank and turn it over to them. Tell them you suspect it is a fraud, but are not sure. The bank can find out if it is fake or not. Maybe it IS legitimate. If it IS a legitimate thing, if so, then they can just wait for the check to clear and once you are actually holding the money in your hand all $4880 dollars, THEN and ONLY THEN (when you are holding the actual $4880 in hard cash) do you send them the funds agreed upon. I always respond to these scam emails and try to bait the scammers. Over the past couple of years I've done this, I managed to collect 4 fake checks and a ton of amusement.

Any time you get a check and are asked to send back money in a way that can't be traced (Western Union, etc) it's a scam where you'll end up on the hook for the face of that bad check.

Shred it and don't waste any time reporting it, the banks see zillions of these things every day.
