L = 1000 cc, = 1000 g of water.
1 mg = 1/ 1000 g,
so, mg/L = 1 / (1000 X 1000) = 1 ppm
then 64.04 ppm = 64.04mg/L, of: H2O or anything else with sp=1.0

The honestly spectacular answer is that mg stands for milligram, that's a level of mass, no longer weight. The l stands for liter, a level of quantity. Neither of those are factors in line with million or factors in line with billion.
