It's all about speed and size. A dial-up connection is slow, fast is about 56k per second. The size of an average JPEG image file the size need for a background is 17000k. If your modem only transfers 56k (if that much) to your computer, than the picture will take about 303 seconds (or 5 minutes) to upload the image for you to see it.

It really all depends on what sites you visit but generally speaking if a custom background is too large in terms of size (width and height) and is not saved in a compressed format like a compressed JPG file, those backgrounds can get really huge! Some full screen files, can get as big as 2-3 megs. Some webmasters are more concerned about the look of their site rather than thinking about the usability

Cuz dial up sucks and its slow . The larger the image is the longer it takes to load?

Hi. As with most data, it comes one pixel at a time. at 56k maximum a Mb of data takes about 3 minutes.
