I'm assuming that you have a DSL modem, wired or wireless router. Your router might have a slighty different setup then the standard 192.168.1.1 address.
Open up a dos prompt (command shell) and type "ipconfig /all". One Ethernet adapter listed will show an IP address 192.168.X.Y and a default gateway something like this 192.168.X.1. Where X and Y are two numbers between 0-255.
192.168.X.Y (ex. 192.168.2.100) is your computer's address
192.168.X.1 (ex. 192.168.2.1) is your gateway's address
The default gateway might be 192.168.1.1, 192.168.2.1 (on some routers) or something else. Whatever that address is that is the value you want to put into your browser. Such as "http://192.168.2.1".

That is not an internet site; it's a non-routable IP address that is most likely to your wired or wireless modem/access point.
There are certain ranges of IP addresses that are non-routable, or private, addresses, used for networking not accessed by the Internet at large.
These ranges are:
10.0.0.0 – 10.255.255.255
172.16.0.0 – 172.31.255.255
192.168.0.0 – 192.168.255.255

The adress is for test purposes only. You can't access that adress over the Internet. It could only be accessed on a Local Area Network (LAN). If you configured it on a host that is.

That is sometimes the address to go to when you want to configure your router. It depends on what router you have what the address is. If you are sure that is the config URL for your router, make sure that you have an IP address on your computer. If not, you will need to troubleshoot farther.
