It depends on the budget and type of camera that is needed. Most directors will have the producers to rent the cameras for them.

Directors don't rent cameras. Producers do. For the directors, as per the requirements of the Director of Photography.

If its a super indie flick then rent. But some companies do own their own cameras. But even then most production companies still rent from Panavision.

The cameras are the responsibility of the production company that is behind the film... most every good production company owns there own gear

The camera is really nothing. The lenses are worth a fortune and generally rented..
