doesn't have to be paid if the car is registered as a mini cab which cost approximately £80 per year.

How do i register my car? And most importantly do i not have to pay the congestion charge?

This is true but you need to have licence to be a minicab. it is also fraud and some people are currently being prosecuted for it.

you have to register it with dvla ,,,,,,,,,no registered as a cab you dont have to pay the charge,,,,,,,but you will have to insure you car as a cab which will cost you a lot more. you will also be breaking the law by doing this good luck.....
