The absolute best place to start is to get involved in theatre in your community. There is probably at least one theatre group near you which you can get involved in. Even if there is not, you can start your own and Studiefrämjandet will help you out with that.
If by "become an actress," you mean that you want to become famous, then that's another issue altogether and it depends on having a whole lot of luck and knowing important people. Answering that question is like answering "How can I win the lottery?"
If you are very serious and you want to become a professional actor, then you will probably need to move to London, New York or Los Angeles. You will also need to make sure that you speak English well enough that people will not hear a Swedish accent. It is best if you can convincingly immitate both a British and an American accent. Bear in mind that there is an incredibly small chance that you will make a living out of acting, so you will be spending most of your time waiting tables or something like that to pay the rent.
