Rough carpentry is the frame or rough frame of a house.
It is called rough because its ok if your joints don't fit just right, where finish carpenters have to make everything fit tight (the tighter the fit the better it looks), your drywall and your flooring will cover up the gaps in the frame.

Rough is the frame. Finish is all your trim and cabinets. I have done both, but for the last 20 years, just finish work. In all my years, I have seen a lot of finish work that could be considered rough.

That's the part of the framework etc. that you never see when the house is completed. It's hidden beneath the sheetrock and stuff.
