These filters filter out electrical noise in your homes electrical wiring that come from appliances such as the refrigerator, dryer, etc. They keep electrical interferences from affecting your cable signals. Yes, your cable can work without them, but it doesn't hurt anything to leave them in place. Your cable box probably has a filter built in but your cable modem doesn't so you should at the least leave the one connected to the modem in place. They sell high end surge protectors at electronics stores for your equipment that do the same thing. They can be expensive so if you get them for free from the cable company, than by all means, use them.

Like the others have stated, you don't need filters for a Cable Internet connection. I would be very suspicious of these filters/boxes, and would probably want to have the analyzed to find out just exactly what they are.

You do not need filters for cable. You need them for dsl phone line connection. The cable box should separate the signals of TV and broadband. As long as both broadband and TV work leave them off.

If it comes part of the package yes. Alot of people don't know actually what they are playing for. So he might have subscribed to the entire package of internet \ tv without knowing. Or internet \ tv \ phone.
