Routing is usually the act of routing a layer 3 packet.

Not sure what you mean by a routed protocol. Some networking protocols are easily routed, IP is an example of commonly routed protocol. There are older protocols like Microsofts Netbeui that couldn't be routed, only bridged.

Routing protocols refers to the information shared between routers so that they learn what networks each is attached to. RIP (routing information protocol), OSPF (open shortest path first) are examples of routing protocols.
