I would try with a Swiss Army Knife tin cutter tool. But on close inspection it would be evident that the can was tampered with.
Usually the cans are made so that any tampering becomes easily visible. So it is probably not the best choice for hiding something the way you want.

I agree with using a soup can and can opener instead, but if you're dead set on using a Coke can, I'd cut a hole in the bottom, instead. Use an awl or similar to pop a hole in the bottom of the can (while it's full, if you like-- it'll spray out like bejezus, though, so do it outside). Then use a pair of tin snips to cut a small hole. Use a file to smooth the edges. Obviously, this won't hold up if someone picks it up, because A) it'll be much lighter and B) hey, there's a big hole in the bottom! You could probably take ANOTHER Coke can, cut the bottom off, and make a "panel" that you could tape or glue over your hole. Still not perfect, but would probably pass casual inspection. And maybe weigh it down with some rocks or something. :) Good luck.

Once you open the can in any way, all the pressure will be released. Anyone you are giving it to will realize it has been tampered with. If you use another can, such as a soup can, it will be easier to hide something in it. There are can openers that remove the top of the can smoothly enough that you can replace the top.

Erm can't you find something else or take the inside out of a hardback book to fool people. I actually have a coke can money box so the top just comes off it :P
