An earlier question about something else implied in passing that Bush had slipped off the wagon and was quietly lushing it up again. If this were true it would explain his erratic behaviour and speech of recent months - any ideas? Has this been talked off much in the US?

I haven't noticed any difference in his erratic behavior or speech of recent months - I've always seen George W. Bush as a stumble-bum without any fixed, regular course, capricious, devious, straying, wandering and completely out of touch with reality. As far as his speech goes, he's the worst public speaker I've ever heard, an unintelligent dullard with little grasp of the English language.
