Homer realizes that he hasn't gotten anything for his anniversary with Marge. He gets extremely drunk and finds himself ‘dancing' and 'singing' on the street where people, thinking he is homeless, start giving him money.

He doesn't use words...thats why I'm finding it so hard. I just know the tune =(

Wow - I thought for sure the "Love Don't Live Here Anymore" answer was right, but after looking it up it's "Mr Bojangles" by the Nitty Gritty Dirt Band (1970).
Mr. Bojangles' character is a beggar who dances for money.
