because this is a direct quote from the bible. Constitutionally, only congress is prohibited from "making any provisions regarding religion", however, any time a state or other government entity officially adopts or endorses a blatantly religious slogan, a person or agency also has the right to contest the legality of such a measure in court. the way the Ohio constitution reads will be of more importance in this case than how the US constitution reads.

certainly it should be changed. or would you be comfortable setting a precedence for, say, a states growing Muslim population to lobby for a state motto of "in Allah we trust"? Michigan's Muslim population grew several percent last year. perhaps the state motto should be changed to "do unto others as you would have done unto you"

It means that the ACLU is run by a lot of communists and atheists and are offended by any mention of the word God.

Sometimes, the ACLU does some pretty good stuff. Mostly though, they just whine about stupid-*** crap like this.
