Hornsby and Waitara are part of a major transport hub with easy access to anywhere you might want to go. They also have a lot of flats and hi-rise development. The shopping mall in Hornsby is one of Sydney's largest. Hornsby is fairly middle class, Waitara a bit more snobby. Hornsby has the distinction of being one of the safest (less crime) areas of Sydney.

Pennant Hills and Carlingford are more your typical leafy green suburbs. Both have railway stops within them, but a car is required to really get anywhere. Note that traffic gets pretty snarly on the major roads through here, at least until they link the F3 to the Motorway network. Carlingford is probably the worst choice of the four on access and security grounds.

Waitara and Hornsby are on the main train line into the city and housing is relatively cheap both rental and purchase. Hornsby has a very large mall with all the stores you could wish for and a multi screen. Also a fantastic golf course ( Asquith). Also Hornsby/ Waitara ( they are more or less the same place) are quite handy for the beaches about 30-45 minutes to the Northern Beaches, from Manly all the way up to Palm Beach. Pennant Hills is further west and a bit sprawling. The nicest village type community is Wahroonga which is the train stop before Waitara which in turn is one stop before Hornsby.I do not know Carlingford at all, sorry

I think they are great areas to live in
close to the F3, M2 and M7 so you can travel easily to anywhere.
Plenty of large shopping centres to choose from Hornsby to Castle Hill to Macquarie to Parramatta.
Nice leafy suburbs, not all McMansions and no trees.
All on the train lines for good transport.
They are considered relatively safe areas.
I personally would pick Pennant Hills, cause its central to everything.
My last pick would be Carlingford, it is on the train line, however its at the end and is very poorly serviced, its closer to Parramatta and i'm scared of Parramatta! I get the feeling it has a high proportion of asian people and Mormons! (I am aware there is nothing wrong with that, its just a feature that came to mind!)
Waitara in my mind would be home to slightly more snobish people.
I personally wouldn't like to live in Hornsby, however it does have the train line (2 in fact) and shopping centre and schools, lots and lots of units, if you want to live in a unit.

living in sydney is very expensive. youll need to find somewhere shared - there are a few good sites online to do this. You wont know where the suburbs are located, so find a map of sydney online that has suburbs marked - go for the suburbs closest to the city and beaches (around bondi - there are always plenty of shared places there and its a good place for a young tourist to be) area. that simple. You should be able to find a shared place within a couple of weeks of getting here, if not before. Theres plenty of them, but there will probably be a lot of others applying. Dont worry, aussies love giving tourists a hard time, and showing off their country, Im sure youll find a place quite quickly. If you stay at back packers or the YHA, then you are bound to meet up with others who know of places or are looking for places too. btw... the YHA isnt the cheapest place you could stay - try a few of the back packing places around central... theres heaps of them. .

If I was living in Sydney again I would want to live in Sydney not half way to Dubbo. Some people like outer suburbia but not me.

Yes, they are all very pleasant areas for families.
The most expensive of those four would probably be Waitara - but of course it just depends on the house.

Deepest darkest suburbia. Safe but unexciting.
