Athough I believe U. S. currency is technically illegal in Cuba, Cubans will accept it as tips. As a tourist you will be using the Convertible Peso which you will obtain at the airport or your resort where you will change your Cdn. Sterling, Euros or Francs so you may as well tip with the Convertible Peso. Check the site below for conversion rates. Just to add, last March when I was in Trinidad I took a bunch of U. S. $1.00 bills with me. When I ran out of pesos, I used them and the servers etc. were very pleased to get them so there is no problem in doing that although most of my tips were in Convertible Pesos.

There is no charge if changing from CAD to CUC. The resorts will only accept CUC (which only tourists can use). You will be charged 8% to convert USD to either CAD, Euro, or sterling lbs. which will then be converted into CUC. You will lose more money in the conversion doing that. Make sure you carry cash that is not USD before arriving in Cuba.
However, if you do need to tip in CAD before you're able to convert (such as for your luggage service), CAD coin will not be accepted. But bills can be accepted.
So no USD in Cuba...locals can't use it.

To change USD for CUC, there is the 8% exchange plus a 10% "multa" plus a commission - so it is worth less than CUC 0.80.
Better you change into a third currency before arriving, then to Cuban currency when you get here.

NO ! The dollar is no offical currency in Cuba.
The dollar is only accepted in banks , where you can exchange your dollars for peso convertible (CUC). A extra 8% duty has to be paid on the dollar. Most banks do not accept coins, so Cubans can do nothing with foreign coins, be it dollars, euros or pounds.
