I live in Colombia. You have to have a national ID card here (Its called a CEDULA) even if you are a foreigner. You cannot buy a house, car or even get a bank account without it. IMHO it has done little to fight corruption here... Most people just get accounts in Panama.

Surprisingly it makes it much more difficult. They can take fifth amendment and part of first, but Id cards threaten the constitution.

wait for the onslaught ..... i think ID cards could be a good idea and everyone should have one from birth with finger /footprints and dna in order to fight crime . eventually it would just be seen as normal

It all depends on the will of the political class whether they want to eradicate corruption. If will is there they will find all the tools to implement it. If not, they will ignore even existing tools.
