Unfortunately email isn't a reliable mode of communication when the matter is urgent. it does, however, serve as an electronic record that the message was sent.
I'd suggest sending a second email with a quick note saying, "I just wanted to see whether you got my message." (I'm assuming that you aren't able to use the phone or speak in person.)

You cnanot make anyone do anything. bu this question shoudl have been categorized in technology.
The most effective way I can think of is an appropriate subject line including need response by X time please so they know it's a dated email or simply ask them over yahoo IM. you can also have a better plan.

I get urgent messages from people all the time and rarely is it really urgent.
I put them on hold and answer the others first.

i dont think so. but if you know their phone number, you can call them, or look it up in the phone book or yahoo yellowpages and you should find the number. i'm sorry im not exactly sure...
