Because I just emailed someone a very important question about an hour ago but they havent gotten back to me and i need the response in 20 minutes or im in big trouble!!!

No, but you can call "someone" to get his/hers attention.

There is no way that you can force someone to read an email immediately. They have to open the email themselves.

no and there is no way to know if the person read your mail using webmail.. in Outlook there is an option for that
you can send a virtual greetingcard.. in sendin options choose that you want to be notifies when the person opens the card .. that's better than nothing ^^
