Its the time your baby spends learning how to use, and to build the skills needed to use its new body.
You lay a young baby on the floor, or supervised on the bed, so they can fuss and complain and learn to do things like lift their head and roll over.
Its important for muscle development.
You can start it from birth. But generally its better after a few weeks. My son rolled over from birth, he hated tummy time, but it made him an early crawler, because he didnt want to be immobile.

During the first months of life, it helps you baby develop her neck muscles so she can hold up her head.
As she gains in her ability to hold up her head higher, she begins to develop her back muscles which are needed for rolling and for sitting.
When she starts pushing up, her front and back muscles continue to develop which need to be strong to balance for sitting and for standing later on.
Tummy time strengthens and develops the shoulders, arm and hand muscles which will be need for reaching for toys.
Babies learn to shift their weight during time time. This is a crucial skill for later crawling and walking.

When you lay a baby (awake) on his or her tummy, to encourage development of muscles that wouldn't be stimulated as much when lying on the back. Neck muscles, back muscles, etc.
Most babies hate this at first...:)
